Senior Counsel & Head of U.S. Policy, Carta
Holli is Carta’s Head of Policy. Before joining Carta, Holli was a senior advisor and Director of the Office of Legislative and Intergovernmental Affairs at the U.S. Securities and Exchange Commission (SEC) under former Chairman Jay Clayton. In this role, Holli served as the primary liaison between the agency and Congress and federal financial agencies and advised SEC leadership on legislative strategy and policy matters. Prior to the SEC, Holli helped shape financial and capital markets policy on Capitol Hill in a number of roles, including as counsel for the House Financial Services Committee and senior advisor and counsel to Rep. French Hill.
Holli earned a B.S.B.A. in Finance and Accounting and J.D. from the University of Arkansas and LL.M. in Taxation from Georgetown University Law Center.
